ބިޔާދޫއާ ގުޅޭގޮތުން ކޮށްފައިވާ ލީސް އެގްރީމެންޓް ބާތިލުކޮށްދެއްވުމަށް ޔޮޓް ޓުއަރސްއިން މަދަނީ ކޯޓުގައި އެދެފި ކ ބިޔާދޫ މިހާރު އެވޯޑްކޮށްފައިވާ ފަރާތްކަމަށްވާ ސަންލޭންޑް ހޮޓެލްސް ޕްރައިވެޓް ލިމިޓެޑާއި ސަރުކާރާ ދެމެދު ކ ބިޔާދޫއާ ގުޅޭގޮތުން ކޮށްފައިވާ ލީސް އެގްރީމެންޓަކީ ބާތިލް އެގްރިމެންޓެއްކަމުގައި ޝަރީއަތުން ކަނޑައަޅައިދެއްވުމަށް ޔޮޓް ޓުއަރސް މޯލްޑިވްސްއިން ވިދާޅުވެއްޖެއެވެ. މިއަދު މަދަނީ ކޯޓުގައި ބޭއްވި މިމައްސަލާގެ ޝަރިއަތުގައި ޔޮޓް ޓުއަރސްގެ ފަރާތުން ވަކާލާތު ކުރައްވާ ކުންފުނީގެ ޗެއަރމަން ގއ މެންބަރު އަބްދުﷲ ޖާބިރު ވިދާޅުވީ ޔޮޓް ޓުއަރސް މޯލްޑިވްސް ޕްރައިވެޓް ލިމިޓެޑުން 2004 ގައި ހުށަހެޅި ބިޑް ސަރުކާރުން ވަޒަންކުރުމުން އައިސްފައިވާ ނަތީޖާ ނިޔާކުރާގޮތުގެމަތިން އެރަށް ޔޮޓް ޓުއަރސްއަށް އެވޯޑްކޮށްދެއްވުމަށް ސަރުކާރަށް އަންގަވައިދެއްވުމަށެވެ. "ސަރުކާރުގެ އިހުމާލުން މިކުންފުނީގެ ހައްގު ގެއްލި، ފާއިތުވެފައިވާ 3 އަހަރަށް ކޮންމެ އަހަރަކަށް 2.5 މިލިއަން ޔޫ.އެސް.ޑޮލަރުގެ މަގުން 7.5 މިލިއަން ޔޫ.އެސް.ޑޮލަރުގެ ގެއްލުން މިހާތަނަށް މިކުންފުންޏަށް ލިބިފައިވޭ" ޖާބިރު ވިދާޅުވިއެވެ. މިއަދު ޝަރީއަތުގެ މަޖިލީހުގައި ދައުލަތުން ވިދާޅުވީ ދެން އޮންނަ ޝަރީއަތުގެ މަޖިލީހެއްގައި ޔޮޓް ޓުއަރސްއިން ވިދާޅުވި ކަންތައްތަކަށް ލިޔުމަކުން ޖަވާބު ދެއްވާނެ ކަމަށެވެ. އަދި ޖަބާވް ތައްޔާރު ކުރެއްވުމަށް 10 ދުވަހުގެ މުއްދަތެއް ދެއްވުމަށްވެސް އެދިވަޑައިގަތެވެ. ކޯޓުންވަނީ 10 ދުވަހުގެ މުއްދަތެއް ދައުލަތައް ދެއްވާފައެވެ. ޖާބިރު ވިދާޅުވީ ޔޮޓް ޓްއަރސްއާ ކ ބިޔާދޫ ހަވާލުކުރުމަށް ސަރުކާރުގެ ކިބައިން އެދިފައިވީ ނަމަވެސް އެގޮތުގެމަތިން ސަރުކާރުން އަމަލުކޮށްދެއްވާފައިނުވާ ކަމަށެވެ. އަދި ހުދް ޔޮޓް ޓުއަރސްއިން ބިޑް އިވެލުއޭޓްކުރުމުގެ ކުރިން އެ އެވިއުލޭޝަނުގެ ނަތީޖާ ކޮންމެ ގޮތަކަށް ދިޔަނަމަވެސް އެރަށް މިހާރު އެވޯޑްކޮށްދެއްވާފައިވާ ފަރާތުގެ ކިބައިގައި އެރަށް ދަމަހައްޓަން ސަރުކާރުން ނިންމަވާފައިވާކަން ލިޔެކިޔުމުން އެގެން އެބައޮތް ކަމަށް ވިދާޅުވިއެވެ. އަދި ނީލަމުގެ އުސޫލުތައް ބަޔާންކޮށްފައިވާ ބިޑިންގ ޑޮކިއުމެންޓުގައި އެންމެ ގިނަ ޕޮއިންޓް ކާމިޔާބުކުރާ ބިޑަކީ އެންމެ މަތިން އިވިއުލޭޓްކުރެވޭ ބިޑްކަމުގައި ބަޔާންކޮށްފައިވާކަމަށެވެ. "ޔޮޓް ޓުއަރސް ކ ބިޔާދޫއަށް ހުށަހެޅި ބިޑަށް 84.48 ޕޮއިންޓްސް އަދި ކ ވިލިވަރަށް ހުށަހެޅި ބިޑަށް 87.803 ޕޮއިންޓްސް ލިބިފައިވެއެވެ. މިއާއަޅާބަލާއިރު ކ ވިލިވަރު މިހާރު 81.680 ޕޮއިންޓްސް ކަމުގައިވާތީ އަދި ކ ވިލިވަރު މިހާރު އެވޯޑްކޮށްފައިވާ މއ އަތަމާގޭ އިބްރާހިމް އަބްދުއްލަތީފަށް އެރަށަށް ހުށަހެޅި ބިޑަށް ލިބިފައިވާ ޕޮއިންޓްސްއަކީ 88.343 ކަމުގައިވާތީ މިނަތީޖާތަކަށް ބެލުމުން، ކ ބިޔާދޫއަށް ޔޮޓް ޓުއަރސްއިން ހުށަހަލާފައިވާ ބިޑަކީ މިހާރު އެރަށް އެވޯޑްކޮށްފައިވާ ފަރާތަށްވުރެ މަތިން އިވެއުލޭޓްވެފައިވާ ބިޑެއްކަން ސާބިތުވެއެވެ" ޖާބިރު ވިދާޅުވިއެވެ. އޭނާ ވިދާޅުވީ ކ ބިޔާދޫއަށް ހައްގު އޮތް ފަރާތަކީ ޔޮޓް ޓުއަރސް ކަމަށް ސަރުކާރަށް ސާބިތުވެފައިވީނަމަވެސް އެރަށް ޔޮޓް ޓުއަރސްއަށް ބަދަލުކުރުމުގެ ބަދަލުގައި އަދުލުވެރި ބަދަލެއް ދިނުމަށް ސަރުކާރުން ނިންމަވާފައިވީނަމަވެސް އެފަދަ ބަދަލަކާ މެދު ޔޮޓް ޓުއަރސް އާއި ސަންލޭންޑް އެއްބަސްވެފައިނުވާ ކަމަށެވެ. އަދި ޔޮޓް ޓުއަރސްއިން ބަދަލެއް ބޭނުންނުވާ ކަމަށާއި ޔޮޓް ޓުއަރސްއިން ބޭނުންވަނީ ބިޔާދޫ ކަމަށްވެސް ޖާބިރު ވިދާޅުވިއެވެ. ޖާބިރު އިތުރަށް ވިދާޅުވީ މިހާރު ޓުއަރިޒަމް މިނިސްޓްރީންވެސް ބޭނުންވަނީ ކ ބިޔާދޫ ޔޮޓް ޓުއަރސްއަށް ދިނުމަށް ކަމަށާއި ނަމަވެސް ސަންލޭންޑުގެ އަތުގައި ބިޔާދޫ ބާއްވަން ރައީސް މައުމޫނުގެ ކެބިނެޓުގައި އިންނަވާ ސަންލޭންޑުގެ ޑިރެކްޓަރެއް މަސައްކަތްކުރައްވަމުން ގެންދަވާ ކަމަށެވެ.

A business part-owned by Fisheries Minister Hussain Hilmy has taken out full page newspaper adverts to attack Tourism Minister Dr Shougee, as further cabinet divisions surface following the resignations of Dr Hassan Saeed and Mohamed Jameel last week.

Sunland Hotels took out a full page advert in every major Maldivian daily on Sunday, accusing Dr Shougee of “politically motivated comments,” for apparently questioning the company’s ownership of the Biyadhoo resort.

Sunland controversially won the rights to Biyadhoo, a resort in Malé atoll, in 2004.

A bid from prominent politician and businessman Abdullah Jabir was thrown out on a technicality. And Farooq Omar, who bid $3 million more than Sunland, also lost out.

Jabir and Farooq have since launched separate legal challenges to the award of Biyadhoo to Sunland.

In his resignation press conference last week, former Justice Minister Mohamed Jameel alleged the government planned to settle Jabir’s case by offering him two resorts.

Jameel’s claims led to renewed speculation about the ownership of Biyadhoo. And on Thursday Tourism Minister Dr Shougee told journalists;

“Decisions made regarding … Biyadhoo have not been modified yet.”

Although Shougee appeared to have confirmed Sunland’s ownership of Biyadhoo, the company says his “comments imply the agreement is questionable.”

Instead of resolving the matter privately, Sunland emailed the editors of seven different daily newspapers to place a full page advert for three days starting from August 12.

The Sunland advert, which was sent to Minivan Daily, Haveeru and Jazeera, says Shougee comments were “politically motivated.”

And it reveals the Tourism Ministry made further agreements with Sunland on Biyadhoo, despite ongoing legal challenges on the resort’s ownership.

Sunland says on 5 May 2005 the government, “having investigated the claims by other parties,” signed an agreement, guaranteeing “that nothing has to be changed to compensate the failed bidders.”

Both the civil court and High Court have since disagreed with the government’s conclusion.

In August 2005 the civil court ruled Farooq Omar’s bid should be re-examined. And in 2006, the High Court ruled Abdullah Jabir’s bid should not have been thrown out.

Both cases have now been sent to the closed door Judicial Advisory Committee, chaired by President Gayoom.

Farooq Omar says however the President’s committee rules on his case, the Sunland adverts shows, “the government signed a contract while my case was going on, which is a contradiction.”

A Sunland source played down the apparent public confrontation between cabinet ministers, saying, "it's business, not politics." But he admitted the company's has fears, "Shougee favours Jabir's claims."

Neither Hussain Hilmy or Dr Shougee were available to comment today.

Sunland has withdrawn the advert after just one day and asked for it not to appear in Monday or Tuesday's evening’s papers.

Prominent politician and businessman Abdullah Jabir has accused the government of rigging a resort bidding process and ignoring high court rulings, as Maldives’ magnates bypass the Tourism Ministry and use newspapers to argue over ownership of the Biyadhoo resort.

Biyadhoo was controversially awarded to Sunland, a company part owned by Fisheries Minister Hussain Hilmy, in 2004. The high court and civil court have since ruled that two different bids, including one from Jabir’s Yacht Tours, were rejected unfairly.

Until now the legal battle between Jabir, Hilmy and the Tourism Ministry has been conducted behind closed doors. But claims by resigning Justice Minister Mohamed Jameel that the government planned to compensate Jabir with two resorts, forced the issue into the open.

Last Thursday Tourism Minister Dr Shaugee told journalists, “Decisions made regarding … Biyadhoo have not been modified yet.”

Sunland, infuriated by the implication that their ownership may be “modified” in the future, took out a full page advert in the major Maldivian papers, accusing Shougee of “politically motivated” comments.

The Sunland advert claimed the Tourism Ministry signed a secret agreement with them in May 2005, confirming the company’s permanent ownership of Biyadhoo, despite ongoing legal challenges.

Abdullah Jabir has now heaped further pressure on the Tourism Ministry, by holding a press conference to announce the government has not acted on a High Court ruling requiring them to reevaluate the Biyadhoo bids.

It had previously been reported that the government had appealed against the ruling. But Jabir says not only did the government not appeal, Minister Shougee personally promised him at a German trade fair in March this year, that the Biyadhoo bids would be re-evaluated.

Jabir is adamant, “Biyadhoo was wrongly awarded to Sunland,” and he says this was done “purposefully” by the government.

“Sunland are now running Biyahdoo illegally,” he adds.

But Jabir faces his own accusations of misconduct in the Biyadhoo affair. Jabir quit the government in April and has become a vocal member of the opposition. Former Justice Minister Jameel claimed he was considering taking two resorts from the government and returning to the fold.

“I have never asked for any islands. I just want my bids to properly evaluated, for justice to be served in this case,” Jabir retorts.

“I have never thought of going back to the government for a resort,” he adds.

In the past two weeks, businessmen have used the press to accuse the government of; rigging the bidding process for Biyadhoo; concluding secret deals on its ownership despite legal challenges; and failing to implement a High Court ruling.

But the Tourism Ministry has not made any statement since Dr Shougee’s comments last Thursday. And with Dr Shougee out of the country, the Deputy Tourism Minister Abdullah Hamid declined to comment on Jabir’s press conference.

Yacht Tours will take the Government to court if they are unhappy with compensation offered for a disqualified resort bid, the company's owner Abdullah Jabir has told Minivan News.

The Government yesterday announced it will award Yacht Tours an island, after an independent committee ruled the company may have won the Biyadhoo Resort if its bid had not been disqualified in 2004

An Opportunities Cost Assessment (OCA) found Yacht Tours would have made $33,294,745 if they had run Biyadhoo for the 35 year lease period on offer. The Government has opted to offer Yacht Tours an island instead of cash compensation.

Talks appear set to begin this afternoon, although a Tourism Ministry official had told Miadhu yesterday they were "already underway."

Yacht Tours' owner, Abdullah Jabir, says he is not sure he will accept the Government's offer, even though he "always wanted an island" as compensation.

"It all depends on terms, conditions, and the island they offer," the People's Association member said today. “The island I lost is in Male' atoll, so I want one from there."

Jabir is hoping for an "amicable settlement,"

"But if the offer is not acceptable, I will take the Government to court," he said. "And I will ask for Biyadhoo and loss of revenue."

Tourism Minister Mahmood Shaugee told Minivan News the Ministry had not yet decided on a "particular island."

He said he would return to the Government to find out the islands on offer after the meeting this afternoon.

"We will try and find one as similar as possible to Biyadhoo, in terms of proximity shape and size," he added.

Responding to Jabir’s threats, Shaugee said it is "too premature" to comment on any court case.

"But I would certainly not say anything negative about anyone who feels it necessary to pursue their case with the judiciary."

The minister "remains optimistic" a solution can be found to "satisfy all parties.

Jabir’s threat to sue for Biyadhoo will alert Sunland, the company part owned by Fisheries Minister Hussain Hilmy, which won the resort in 2004.

Sunland has repeatedly stated that it won the resort in “a transparent bidding process,” and that Yacht Tours’ compensation claim has no relevance to the company’s tenure of Biyadhoo.

In August the company took out a full page advert in every national paper condemning Minister Shaugee for apparently questioning the resort's ownership.

And now an independent five-member committee set up by the Government to investigate the evaluation process has decided Jabir was unfairly disqualified, and would otherwise have stood a good chance of winning the resort. Tourism Minister Mahmood Shougee denied the process had been “rigged.” “The fact that more tenders have been floated in the last two years, with no problems, reflects this,” he said. “The system is clearly transparent.” And he denied the fiasco had damaged foreign investment. “Investors will feel confident that their rights are protected,” he said. “They can be sure justice will be done, even if it is against the Government.” Shougee, who was not Tourism Minister when the initial award was made, refused to comment on the practice of his predecessor, Mohamed Mustafa. But he did say current policies were different. He said he would never award a tender if there were “issues” that needed “clarification,” or “might lead to future consequences.” “I would always wait,” he said. “It’s safer that way.” The President’s Office announced last Wednesday they would be awarding compensation to Jabir, close friend and colleague of Gayoom’s brother Yameen, and a powerful politician in his own right. The Government has not decided if compensation would be financial “or in some other way,” according to Shougee. Awarding another resort was “one of many options.” Jabir said he had not yet been contacted by the Government with an offer of compensation, and added, "I bid for Biyadhoo, not for compensation!" The President's court is yet to rule on a second legal challenge to disqualification from the Biyadhoo bid. Shougee today said he could not comment on the “ongoing judicial case,” brought by a Mr Farooq whose bid was also disqualified. Shaugee said the Government has decided to “sustain the agreement” with SunLand for Biyadhoo, because “terminating an agreement could reduce the confidence of potential investors.” His comments are sure to infuriate cabinet colleague, the Fisheries Minister Hilmy and his associates in the Sunland group. Sunland took out a full-page advert in every national paper in August condemning the Tourism Minister for implying the Government had the power to wrest the resort from their control. Hilmy told Minivan News today "our position remains," that the Government “cannot evaluate something that does not belong to them.” “We signed a legal contract after a valid agreement in a transparent bidding process,” he said. “The matter of compensation is between Yacht Tours and the Government. It has nothing to do with our ownership of Biyadhoo.”

Male' - Yacht Tours Maldives who have long campaigned over the disqualification of their bids for Vilivaru and Biyaadhoo resorts in Male' Atoll over 3 years ago are finally going to be compensated reports say. A special team setup by the Dictator has apparently concluded that Yacht Tours bid for Vilivaru was unfairly disqualified hence a fair compensation package is to be offered to them. According to sources within the cabinet, Yacht Tours will be awarded an island to develop a resort as well as an interest free loan for the project, which could be in the region of 10 million dollars. Sources close to Yacht Tours however are not reportedly overjoyed by the prospects as they feel that they ought to have won both islands, Vilivaru and Biyaadhoo. "Even 4 islands from the North or South of Maldives could not be equalled to the business potential of 2 islands located in South Male' Atoll (referring to Vilivaru and Biyaadhoo). So, we shall wait and see how fair this compensation package is going to be," said a source close to Yacht Tours group. "And, not to forget, what about the potential earnings from those projects?" he added further.

ކ. ވިލިވަރަށާއި ބިޔަދޫ އަށް ޔޮޓް ޓްއާސް މޯލްޑިވްސް އިން ހުށަހެޅި ބީލަމަކީ ސައްހަ ބީލަމެއް ކަމަށް ހައި ކޯޓުން ހުކުމް ކުރުމާގުޅިގެން އެ ދެ ރަށުގެ ތެރެއިން ރަށެއް އެ ކުންފުންޏަށް ކާމިޔާބުކުރުމުގެ ފުރުސަތު އޮތްތޯ ބެލުމަށް ހެދި ރިޕޯޓުގައި ވިލިވަރު ކާމިޔާބުކުރުމުގެ ފުރުސަތު އެ ކުންފުންޏަށް ލިބިގެންވާ ކަމަށް ފަސް މެމްބަރުންގެ ކޮމެޓީގެ ރިޕޯޓުގައި ނެތް ކަމަށް ރައީސް އޮފީހުން މިއަދު ބުނެފި އެވެ.

ރައީސް އޮފީހުން ވާހަކަ ދެއްކެވި އިސް ވެރިއަކު ވިދާޅުވީ ފަސް މެމްބަރުން ހިމެނޭ ކޮމެޓީން ތައްޔާރުކޮށް ހުށަހެޅި ރިޕޯޓުގައި ބަޔާންކޮށްފައިވަނީ ބިޔާދޫ ކާމިޔާބުކުރުމުގެ ފުރުސަތު އޮތް ކަމަށާއި ނަމަވެސް ވިލިވަރުގެ ވާހަކަ ރިޕޯޓުގައި ބަޔާންކޮށްފައިނުވާ ކަމަށެވެ.

”އެއް ރަށުގެ ވާހަކަ ވިދާޅުވެފައިވާ އިރު އަނެއް ރަށުގެ ވާހަކަ ވިދާޅުވެފައެއް ނެތް. ރިޕޯޓުގައި އޮތީ ބިޔާދޫގެ ވާހަކަ,“ ރައީސް އޮފީހުން ވާހަކަ ދެއްކި އިސް ވެރިޔަކު ވިދާޅުވި އެވެ.

ވިލިވަރު ކާމިޔާބުކުރުމުގެ ފުރުސަތު ޔޮޓް ޓްއާސް އަށް ލިބޭތޯ ނުވަތަ ނޫންތޯ ވެސް ކޮމެޓީގައި ބަޔާންކޮށްފައިނުވަނީ ކީއްވެތޯ ސާފުކުރުމަށް ކޮމެޓީގެ އިސް ބޭފުޅަކާ ގުޅުމަށް މިއަދު ކުރި މަސައްކަތް ވަނީ ކާމިޔާބުނުވެފަ އެވެ.

ފަސް މެމްބަރުންގެ ކޮމެޓީން ހެދި ކޮމްޕެރެޓިވް އެސެސްމަންޓުގެ ރިޕޯޓުގައި ޔޮޓް ޓްއާސް އަށް ބިޔާދޫ ކާމިޔާބުކުރުމުގެ ފުރުސަތު އޮތްކަން ފާހަގަކޮށްފައިވާތީ, އެ ކުންފުންޏަށް އަދުލުވެރި ބަދަލު ދޭ ގޮތަށް ނިންމާފައިވާ ކަމަށް ވެސް ރައީސް އޮފީހުން އިއްޔެ ވަނީ ބުނެފަ އެވެ.

”އެ ފުރުސަތު އެ ކުންފުންޏަށް ގެއްލިގެން ގޮސްފައިވާކަމަށްޓަކައި ޔޮޓް ޓްއާސް އަށް އަދުލުވެރި ބަދަލު ދެއްވުމަށް ސަރުކާރުން ކަނޑައަޅުއްވައިފައި,“ ރައީސް އޮފީހުން ނެރުނު ބަޔާނުގައި ބުނެފައި ވެ އެވެ.

އެ ކުންފުންޏަށް ދޭ އަދުލުވެރި ބަދަލުގެ މިންވަރު އަންދާޒާކުރުމުގެ މަސައްކަތް ސަރުކާރުން ވަރަށް އަވަހަށް ފަށާނެ ކަމަށް ވެސް އެ ބަޔާނުގައި ބުނެފައިވެ އެވެ.

އެޑިޔުކޭޝަން މިނިސްޓަރުގެ ނާއިބު އިބްރާހީމް އިސްމާއީލާއި ހަޔާ އެޑިޔުކޭޝަން މިނިސްޓަރުގެ ނާއިބު އަހުމަދު އަލި މަނިކާއި އެނަޖީ މިނިސްޓަރުގެ ނާއިބު އަބުދުލް ރައްޒާގު އިދުރިސް އާއި މާލޭ މިނިސިޕަލްޓީގެ ރައީސް އަބުދުﷲ ސަލީމާއި ޑިފެންސް މިނިސްޓްރީގެ ޑިރެކްޓަރު ޖެނެރަލް އަހުމަދު ހާފިޒު ހިމެނިވަޑައިގަންނަވާ ކޮމެޓީން ތައްޔާރު ކުރި ރިޕޯޓުގައި ވިލިވަރު ކާމިޔާބުކުރުމުގެ ފުރުސަތު ޔޮޓް ޓްއާސް އަށް ލިބޭ ކަމެއް ނުވަތަ ނުލިބޭކަމެއް އެނގޭވަރުގެ މައުލޫމާތެއް ރައީސް އޮފީހުން ނެރެފައިވާ ބަޔާނުގައި ބުނެފައެއް ނުވެ އެވެ.

ކޮމެޓީގެ ނިންމުމާ މެދު ހިތްހަމަޖެހިވަޑައި ގަންނަވާތޯ ދެންނެވުމުން ޔޮޓް ޓްއާސްގެ ޗެއާމަން އަބުދުﷲ ޖާބިރު ވިދާޅުވީ މި ވަގުތު އެއްޗެއް ދަންނަވަން ބޭނުންފުޅުނުވާ ކަމަށާއި އެ ކަމާ ބެހޭ ގޮތުން މައުލޫމާތު ދިނުމަށް ވަރަށް އަވަހަށް ނޫސް ކޮންފަރެސްއެއް ބާއްވާނެ ކަމަށެވެ.

”ވަރަށް ކުއްލިއަކަށް ފުރަން ޖެހޭތީ އާއި ވަގުތުގެ ދަތިކަމުން ދަތުރު ނިންމާލުމަށް ފަހު އަންނަ ހަފުތާގައި ނޫސްވެރިންނާ ބައްދަލުކޮށް މައުލޫމާތު ދޭނަން,“ ރައްޔިތުންގެ މަޖިލީހުގެ ގއ. އަތޮޅުގެ މެމްބަރުކަން ވެސް އަދާކުރައްވާ ޖާބިރުވިދާޅުވި އެވެ.

އެ ދެރަށަށް ޔޮޓް ޓްއާސް އިން ހުށަހަޅާފައިވާ ދެ ބީލަމަކީ ސައްހަ އެއްޗެއް ކަމަށް ހައި ކޯޓުން ހުކުމް ކޮށްފައިވަނީ މިދިޔަ އަހަރުގެ ޖެނުއަރީ މަހުގެ 24 ވަނަ ދުވަހު އެވެ. ހުކުމް ކުރިތާ އެއް އަހަރުވެގެން ދިޔަ އިރު ވެސް އެ ކުންފުންޏަށް ލިބެން ޖެހޭ ބަދަލެއްގެ މައްސަލަ ސަރުކާރަށް ވަނީ ނުނިންމި އެވެ.

ވިލިވަރާއި ބިޔާދޫއަށް ޔޮޓް ޓުއާސްއިން ހުށަހެޅި ދެބިޑް އިވެލުއޭޓް ކުރުމަށް ސަރުކާރުން އެންމެ ފުރަތަމަ ހަވާލުކުރި ކޮމިޓީން ކުރި އިވެލުއޭޝަނުގައި އެދެރަށަށް ދެން ހުށަހެޅިފައިވާ ދެބިޑަށް ގޮންޖަހާލާފަދަ މަތީ މާކްސްތަކެއް ލިބުނު ދެބިޑެވެ. އެދެބިޑް ނޮން ރެސްޕޮންސިވްކަމަށް ކަނޑައެޅީ ބިޑްތައް އިވެލުއޭޓްކުރުމުގެ ހުރިހާ މަރުހަލާއެއްގައި އެދެބިޑްވެސް އެވަލުއޭޓްކުރުމަށް ފަހު އެބިޑަށް ލިބުނު މާކްސްތައް މަތިކަމުން އެދެބިޑް ކަޓުވާލެވޭނެ އެއްވެސް އެހެން ގޮތެއް ނެތިގެންނެވެ.

މިމައްސަލައަކީ ބިޑް އެވަލުއޭޓްކުރަން އައްޔަންކުރި ކޮމިޓީގެ މެދުގައި ޒުވާބުކުރުމާއި އަރައިރުންވުމާއި ދެބަސްވުން އެންމެ މައްޗަށް ދިޔަމައްސަލައެވެ. މި ކޮމިޓީގައި ހިމެނޭ މެންބަރުންނަކީ؛

މީގެ ތެރެއިން ޔޮޓްޓުއާސްގެ ބިޑްތައް ކަޓުވާލަން އެންމެ ބޮޑަށް ހިފީ ޝާފިއުއާއި އާތިފާ ޝުކޫރާއި އަމްޖަދު އަބްދުﷲއެވެ. މިކަމާ ގުޅިގެން އާންމުކޮށް ފެންނައިރު ލޮނުމަޑު ގޮތަކަށް ހުންނަ އަބްދުލްހަމީދު ޒަކަރިއްޔާ ހަދާނެގޮތް ނޭނގިގެން ހުންއައެވެ. ޤާނޫނީ ގޮތުން އެއްވެސް ބިންގަލެއްނެތް އަދި ބިޑް ޑޮކިއުމަންޓްގައި ބުނާ އެއްޗަކާ މުޅިން ހިލާފަށް ޔޮޓް ޓުއާސްގެ ބިޑުތައް ކަޓުވާލަން ޝާހިދުގެ އެޖެންޓުން މަސައްކަތް ކުރަން ފެށުމުން އާމިނަތު އަލީ އާއި ޝެހެނާޒް އަބްދުﷲއާއި އަބްދުﷲ ސައީދު އެކަމާ ވަރަށް ބޮޑަށް ދެކޮޅު ހެދިއެވެ.

އަބްދުﷲ ސައީދުއަކީ ކޮމިޓީގައި ހިމެނޭ ގާނޫނީ ދާއިރާގެ މެންބަރެވެ. އެހެންކަމުން އޭނާ އެކަން ވަރަށް ސާފުކޮށް އޭރުގެ އެޓާނީ ޖެނެރަލަށް ކިޔައިދިނުމުން ހަސަން ސައީދުގެ ނުލަފާ ލައިދީގެން އަބްދުﷲ ސައީދު ފަހުން ދީލައިލައިފިއެވެ. އަބްދުﷲ ސައީދު ދީލާލުމުން އާމިނަތު އަލީވެސް އެހިސާބުން ބަސްހުއްޓުނެވެ. ޝެހެނާޒް އަބްދުﷲގެ މައްސަލަ އޭނާ ރައީސް އޮފީހާ ހަމައަށްވެސް ގެންދިޔައެވެ. އޭގެފަހުން ބިޑްކުރި ފަރާތާ ބިޑްއިވެލުއޭޝަން ކޮމިޓީ ބައްދަލުކުރުމަށް ނަސަންދުރަ ހޮޓަލުގައި ބޭއްވި ޖަލްސާގައި ވެސް ބިޑްތައް އިވެލުއޭޓްކޮށް ނަތީޖާ އިވެލުއޭޓްކޮށްފައިވަނީ ކޮމިޓީގެ މެންބަރުންނަށް އެއްބަސްވެވުނު ގޮތަކަށް ނޫންކަމަށް ބިޑްކުރި ފަރާތްތަކުގެ ކުރިމަތީގައި ހާމަކުރައްވާފައެވެ.

ހުށަހެޅިކުލި

ކ. ވިލިވަރަށް ޔޮޓް ޓުއާސްއިން ހުށަހެޅި ބިޑްގެ ފުރަތަމަ 10 އަހަރަށް 18،126،000 އެމެރިކާ ޑޮލަރު ހުށަހަޅާފައިވެއެވެ. އެރަށަށް މއ. އަތަމާ އިބްރާހީމް އަބްދުއްލަތީފު ފުރަތަމަ 10 އަހަރަށް ހުށަހަޅާފައިވަނީ 11،000،000 އެންމެ އެމެރިކާ ޑޮލަރެވެ. ކ. ބިޔާދުއަށް ޔޮޓް ޓުއާސް އިން 29،000،000 މިލިއަން އެމެރިކާ ޑޮލަރ ހުށަހަޅާފައިވާއިރު ސަންލޭންޑުން ހުށަހަޅާފައިވަނީ އެންމެ 20،000،000 އެމެރިކާ ޑޮލަރެވެ. އެހެންކަމުން މިދެރަށަށް ހުށަހެޅުނު ކުލިން އެކަނިވެސް ޔޮޓް ޓްއަރސްގެ ބިޑަށް 10 މާރކްސް އަށްވުރެ ގިނަ މާކްސް ވަނީ ލިބިފައެވެ. މިކަން އެންމެނަށް ރަނގަޅަށް އެގެއެވެ.

ކޮންސެޕްޓް

ޔޮޓް ޓްއާރސް އިން ވިލިވަރާއި ބިޔާދޫ އަށް ހުށަހެޅި ބިޑްގެ ކޮންސެޕްޓަކީ މިހާތަނަށް ރާއްޖޭގައި ތައްޔާރު ކުރެވުނު ބިޑުތަކަށް ގޮންޖަހާލާވަރުގެ ފެންވަރު ރަނގަޅު ދެ ކޮންސެޕްޓެވެ. ވޯޓަރ ހަނީ މޫން ރެސިޑެންސާއި ބީޗް ރެސިޑެންސާއި ހެލްތް އެންޑް ބިއުޓީ ސްޕާއާއި ޕަބްލިކް އޭރިއާއަކީ ރާއްޖޭގެ ފަތުރުވެރިކަން ތަރައްޤީ ކުރުމަށް ޙައިރާންކުރުވާފަދަ ލާމަސީލު މިސާލު ތަކެކެވެ. މިތަންތަން ހުށަހަޅާފައި ވަނީ ވިލިވަރާއި ބިޔާދޫގެ ބީލަން ކާމިޔާބުކަމަށް އެކޮމިޓީއިން ނިންމި ދެބިޑާ ޚިލާފަށް ތްރީޑީގެ ބައިވަރު ފޮޓޯތައް ހިމެނޭ ޕްރެސެންޓޭޝަނެއްގެ ގޮތުގައެވެ. އެހެންކަމުން ކޮންސެޕްޓަށް ދިނުމަށް ކަނޑައެޅިފައި އޮތް 30 މާރކްސް ފުލްކޮށް ލިބޭފަދަ ބިޑަކަށް ހުށަހެޅިފައިިވަނީ ހަމައެކަނި ޔޮޓް ޓްއަރސް އިން ހުށަހެޅި ދެބިޑެވެ. ސަންލޭންޑާއި އަތަމާ އިބްރާހިމް ހުށަހެޅި ބިޑަށް ލިބެން އޮތީ ޔޮޓް ޓްއާރސް އަށް ލިބޭ މާރކްސް ގެ %65 އަށްވުރެ އެންމެ ތަންކޮޅެއްވެސް ބޮޑު ނުވާފަޑަ ދަށް މާރކްސް އެކެވެ.

ބިޒިނެސް ޕްލޭން

ޔޮޓް ޓުއާރސް އިން ހުށަހަޅާފައިވާ ބިޒިނަސ ޕްލޭނަކީ ދުނިޔޭގައިތިބި މިފަދަ ބިޒިނަސް ޕްލޭން ތައްޔާރު ކުރުމަށް އެންމެ ފުންނާބު އުސް އެކްސްޕާރޓުން ތައްޔާރު ކޮށްފައިވާ ބިޒިނަސް ޕްލޭންތަކެވެ. އެ ބިޒިނެސް ޕްލޭންތަކުގައިވާގޮތުން ދިވެހި ރާއްޖޭގެ ފަތުރުވެރިކަން ފެށުނީއްސުރެ ތަރައްޤީވަމުން އައިގޮތާއި ކުރިއަށް އޮތް 10 އަހަރަށް ތަރައްޤީ ކުރުމަށް ބޭނުންވާ މާރކެޓް އެނެލިސިސް އާއި ކޮމްޕެޓިޝަން އެނެލިސިސްއާއި މާރކެޓިން އެނެލިސިސްއާއި މަރކެޓް ސެގްމެންޓްފަދަ ދާއިރާތަކަކީ ދުނިޔޭގެ ފެންވަރުގައި މީހަކަށް ޗުއްޕުވެސް ނުބުނެވޭ ފެންވަރަށް އެކުލަވާލާފައިވާ ކަމުންކަމެވެ. އެއާޚީލާފަށް އަތަމާ އިބްރާހިމްގެ ބިޒިނަސް ޕްލޭނަކީ ހަމަ ނަމަކަށް ހަދާފައިއޮތް އެއްޗެކެވެ. އަދި ސަންލޭންޑްގެ ބިޒިނަސް ޕްލޭނަކީ އެކުންފުނިން އޭގެ ކުރިން ބިޑްކޮށްގެން އިސްމާއިލް ފިރާޤާއި އިބްރާހިމް ހުސެން ޒަކީގެ ގޮހޮރަށް އެރިގެން ތިން ރެސޯޓް އެއްފަހަރާ ދަމައިގަތްފަހަރު ބިޑްކުރަން ހުށަހެޅި ބިޒިނަސް ޕްލޭނުގެ ކަޓް އެންޑް ޕޭސްޓް އެކެވެ. އެހެންކަމުން ބިޒިނަސް ޕްލޭން އިން އަތަމާ އިބްރާހީމާ ސަންލޭންޑަށް ލިބޭ މާރކްސް އަށްްވުރެ ޔޮޓް ޓްއާރސްގެ ބިޑްތަކަށް ކޮމިޓީގެ ގިނަ މެންބަރުން ދިން މާރކްސްތައް މާމައްޗެވެ.

ސްޓާފިންގ އެންޑް ހިއުމަން ރިސޯސް ޕްލޭން

ޔޮޓް ޓްއާރސް ގެ ބިޑްގައި ހިމަނާފައިވާ ހިއުމަން ރިސޯސް ޑިވެލޮޕްމެންޓް ޕްލޭނާއި މޭންޕަވަރ ޕްލޭނާއި ސްޓާފުންގެ އެކޮމޮޑޭޝަނާއި ސްޓާފުންގެ ރިކްރިއޭޝަން ފެސިލިޓީސްތަކަކީ ރާއްޖޭގެ ފަތުރުވެރިކަމުގެ ޙަޔާތުގައި މުވައްޒަފުންނާމެދު ކަންތައްތައް ކުރަމުން އަންނަގޮތަށް އެދެވޭ އިންޤްލާބެއް ގެނެވޭފަދަގޮތަކަށް އެކުލަވާލާފައި އޮތް ޕްލޭނެކެވެ. އެހެންނަމަވެސް އަތަމާއިބްރާހީމާއި ސަންލޭންޑުން ހުށަހެޅި ބިޑުގައި ހިމެނޭ ހިއުމަން ރެސޯސް ޕްލޭނަކީ އެދެފަރާތުން މިހާރުވެސް ހިންގާ ރެސޯރޓް ތަކުގައި އޮންނަ ލާއިންސާނީ ދަރަޖައިގާ އޮންނަގޮތަށް ކަންތައްތަށް އޮތް ޕްލޭނެކެވެ. އެހެންކަމުން ޔޮޓްޓުޓްްއާރސްގެ ބިޑުގައިވާ ހިއުމަން ރެސޯސް ޕްލޭނަށް ލިބުނު މާރކްސް މާ މައްޗެވެ.

އެންވައިރަންމެންޓަލް އެސްޕެކްޓް

އަތަމާއިބްރާހިމް ހުށަހެޅި އެންވަޔަރަންމަންޓަލް ރިޕޯޓަށް 10 ން 9.5 ދިނުމަށް އަމްޖޭގެ ބާރުގައި ބިޑްކޮމިޓީއިން ނިންމަން ޖެހުނެވެ. އެހެންނަމަވެސް އެ އެންވަޔަރަންމެންޓަަލް އެސްޕެކްޓް ތަންފީޒު ކުރަން ފެށުމާ ގުޅިގެން ސަރުކާރުގެ ކަމާބެހޭދާއިރާތަކުން އެކަން ތަޙްޤީޤްކޮށް 100،000،000 (ސަތޭކަ މިލިޔަން) ރުފިޔާއިން އޭނާ ޖުރިމަނާ ކުރަން ޖެހުނެވެ. ވިމާ އެ އެންވަޔަރަންމެންޓް ރިޕޯޓާމެދު އިތުރަށް ދަންނަވާނެ ވާހަކައެއް ނެތެވެ. ސަންލޭންޑުން ހުށަހެޅި ބިޑްގެ އެންވައިރަންމެންޓަލް އެސްޕެކްޓްގައި ބިޔާދޫގެ ފަރުތައް ތޮރުފައިގެން މޫދު ކޮޓަރި އަޅަން ކަނޑައަޅާފައިވާތީ އެކަމާމެދު ކޮމިޓީގެ ގިނަ މެންބަރުން ދެކޮޅު ހެދިއެވެ. ޔޮޓްޓްއާރސްގެ ބިޑްގައި މިފަދަ އެއްވެސް މައްސަލައެއް ނެތުމުން އެދެބިޑަށް ދޭންޖެހޭ މާރކްސް %120 އަށް އަރަންޖެހޭތީ ކޮމިޓީގެ އަޑުގަދަ މެންބަރުންނަށް ޔޮޓް ޓްއާރސްގެ ދެބިޑަށް މާރކްސް ދޭނެގޮތެއް ނޭގުނެވެ.

މިކަން މިގޮތަށް ދިމާވުމާއެކު ޔޮޓް ޓްއާރސްގެ ދެ ބިޑް ކަޓުވާލާނެ ސްޓްރެޓެޖީއެއް ރާވަން އެ މެންބަރުންނަށް ޖެހުނެވެ. އެހެންނަމަވެސް އެ ދެބިޑް ތައްޔާރު ކޮށްފައިވަނީ ރާއްޖެއިން ބޭރުގައި އެކަމަށް ޚާއްޞަ މަރުކަޒެއް ހުޅުވައިގެންނެވެ. ބިޑް ތައްޔާރުކުރުމުގެ މަސައްކަތުގައި 25 އެކްސްޕާރޓުން ހިމެނުނެވެ. ކޮންމެ ދާއިރާއެއްގެ މަސައްކަތްކުރީ އެމަސަކަތަށް ޚާއްޞަ އެކްސްޕާރޓުންގެ ގްރޫޕަކާ އެ ގްރޫޕްގެ މަސައްކަތް އޮޑިޓް ކުރުމަށް ޚާއްޞަ އޮޑިޓް ކޮމިޓީއެއް އޮވެގެންނެވެ. ހުރިހާކަމެއް ރޭވިފައި އޮތީ ދުނިޔޭގައި އެކަން ކުރެވޭނެ އެންމެ މަތީ ފެންވަރުގައި ކުރުމަށެވެ. ޚޮންސެޕްޓްގެ އައިޑިޔާ ނެރުނީ ފަސް ޤައުމަކަށް ދަތުރުކޮށް އެ ގައުމުތަކުގައި ހުރި ރެސޯރޓްތައް ބެލުމަށްފަހުގައެވެ. ހުރިހާ މަސައްކަތެއް ސްޕަރވައިސްކުރީ ކުންފުނީގެ އެންމެ މަތީ މެނޭޖްމަންޓުންނެވެ. އެހެނކަމުން ބިޑް އެވަލުއޭޓްކުރާ ކޮމިޓީ އަށް ޔޮޓް ޓްއާރސްގެ ބިޑްތައް ބާތިލް ކޮށްގެން މެނުވީ އޭރު އެގްޒަކަޓިވް ސެކެރެޓަރީ ކަމުގައި ހުންނެވި ޢަބްދުﷲ ޝާހިދުގެ ޕާރޓޭ އަތަމާ އިބްރާހިމަށާއި އިސްމާއިލް ފިރާގުގެ ޕާރޓޭ ގްރޫޕުގެ އަދި އޭނާ އަޑިއަޑިން އޭރު ބައިވެރިވާ ސަންލޭންޑަށް ވިލިވަރާއި ބިޔާދޫ ކާމިޔާބު ވެއްޖެ ކަމަށް ނިންމޭނެ ގޮތެއް ނެތުމުން ކުވާ ޝާފިއު އާއި ޅިޔަން އަމްޖޭ އާއި އާތިފާ އަށް އެކަން ކުރަން ޖެހުނީ އެވެ. އަބްދުލް ޙަމީދުގެ ޒަކަރިއްޔާގެ މަޤާމުވެސް ކުއްލިއަކަށް ފޮރިން ސެކެއްޓަރީ ކަމަށް ބަދަލުވުމާއެކު އެނާއަށްވެސް އެކަން ޤަބޫލު ކުރަން ޖެހުނީއެވެ.
